Attended bicycle parking, also often known as a bike valet, is a powerful tool to get people riding. If your community is struggling with bike theft, event traffic, or just providing enough parking for bikes, a bike valet-style solution might be right for you.

Grant Program Overview

This granting program will support the development and implementation of attended bike parking programs across the province of British Columbia. This involves providing financial assistance for equipment, labor, and associated costs. BCCC will offer grant winners assistance in the form of documentation and training in best practices.

The program seeks to provide resources and educational support to communities to facilitate successful implementation of attended bicycle parking services, with a focus on reducing bike theft and increasing cycling participation.

Grants ranging from $10K to $50K are to be distributed to municipalities, Indigenous governments, or community organizations interested in promoting cycling. The grant will fund grantees for the Summer 2024 term, however applicants will be asked to demonstrate that this funding will assist in attended bicycle parking program implementation for years to come.

Additionally, the program seeks to provide resources and educational support to communities to facilitate successful implementation of attended bicycle parking services, with a focus on reducing bike theft and increasing cycling participation. The grant may cover administrative costs for grantees, including promotional activities.

Grantees will be expected to participate in evaluation of the success of their attended bicycle parking programs, including helping with data collection on mode shift, trip generation, and environmental impact. BCCC will make every effort to assist grantee compliance with grant requirements and valet best practices, through the provision of a training webinar and best practices documentation.

Eligibility Criteria

Eligibility to apply for this grant is extended to municipalities, Indigenous governments, or community organizations that are interested in promoting cycling as a mode of transportation within the Canadian province of British Columbia.

+ Eligible / Ineligible Activities

The grant may cover specific costs for grantees, including:

  1. Equipment expenses necessary for establishing and operating attended bicycle parking services, such as racks and other capital investments.
  2. Labor costs associated with staffing attended bicycle parking stations, including wages for attendants and other personnel involved in the operation.
  3. Other associated costs directly related to the implementation and operation of attended bicycle parking services, such as insurance, permits, and promotional materials.
  4. Administrative costs, including expenses related to grant management, reporting requirements, and promotional activities.
  5. Training and educational resources to support grantees in effectively implementing and managing attended bicycle parking programs.
  6. Any other eligible expenses outlined in the grant guidelines and agreed upon in the grant agreement between the grantees and BCCC.

Ineligible costs for grantees include expenses that are not directly related to the implementation and operation of attended bicycle parking programs or are considered outside the scope of the grant's objectives, such as:

  1. Personal expenses not directly related to project activities.
  2. Entertainment expenses, such as hospitality and event tickets.
  3. Political or lobbying activities.
  4. Capital expenditures unrelated to attended bicycle parking projects.
  5. Expenses incurred before the grant agreement is signed or after the project end date.
  6. Costs associated with activities not specified in the grant agreement or project proposal.
  7. Overhead expenses unrelated to the project, such as general office rent or utilities.
  8. Legal fees not directly related to the project.
  9. Costs associated with activities prohibited by law or regulation.
  10. Any expenses deemed unreasonable or extravagant by the grant administrator.

Applications

Applicants must schedule project activities within the program funding cycle of May 1, 2024 to October 31, 2024. Applications are evaluated using a competitive process and all applicants will receive a funding decision by May 1, 2024.

Applications are submitted by a Google form. You can fill it in while logged into a Google/Gmail account, or do as guest. If you are logged in, then your work will be saved as you go.

All applications received by the deadline will be collectively reviewed and evaluated based on merit and alignment with the stated criteria. Please review the material in this guide, especially the evaluation criteria. Incomplete or late applications will not be considered.

After the application window has closed, the BCCC team will meet to review applications and make funding decisions. Rest assured your application will be considered by knowledgeable cycling advocacy peers. The decision of BCCC is final.

Note: Only top scoring applications will receive funding and project funding is capped at $50,000 per project/grantee.

All applicants will be notified of the BCCC’s decision by May 2024.

+ Application Evaluation Process

Selection Criteria

Projects will be prioritized based on the following criteria:
  • Projects that will be completed in the timeframe of the funding cycle.
  • Projects that clearly demonstrate alignment with the BCCC Attended Bicycle Parking Grant objectives.
  • Clearly established need for new or expanded attended bicycle parking services.
  • Projects developed in consideration of active transportation networks.
  • Projects designed to prioritize accessibility and inclusivity for people of all ages, abilities, and backgrounds.
  • Projects designed to increase the number of cycle trips, reduce car reliance, and support local events.
    • Projects should take perceptions of bike theft into account, as well as local parking and congestion issues.
    • Potential impact of the project on increasing bike usage, reducing bike theft, and promoting sustainable transportation.
  • Projects addressing infrastructure gaps outside major urban centres.
  • Projects that effectively communicate their capacity and ability to continue offering attended bicycle parking services after the granting period is complete.
  • Demonstrated capacity to execute projects and demonstrated preparedness for executing a attended bicycle parking project.
  • Demonstrated ability to collect and report on project outcomes, including data on mode shift, trip generation, and community engagement.
  • Strong partnerships with local cycling organizations, businesses, municipalities, First Nations, and other relevant organizations.
  • Connections between attended bicycle parking and the success of local economies
  • Added value brought to attended bicycle parking services.
    • For example, other services offered in tandem with bicycle parking, innovations to the bike valet model, educational outreach, extra data collection.
  • Projects that provide data on bicycle parking services to MOTI and BCCC.
  • Realistic and strategic goals and funding model that provides a basis for expectations of providing good value.
  • Willingness to open-source tools and materials developed for running attended bicycle parking programs

Application Evaluation Rubric

All submitted applications will be assessed as follows:

  • Eligibility and alignment with the grant's purpose and objectives (50%)
  • Strength of the project framework (25%)
  • Resources to execute the project effectively (25%)
 
 

Notifications & Obligations

+ Funding Notifications & Contracts

If the project is approved, BCCC will inform the applicant of the details of the decision and any associated terms and conditions. The applicant will then enter into an agreement with BCCC which outlines the obligations of each party.

Funding is application and project-specific and must be used for the approved project and related expenses. Funds are non-transferable.

Project activities requiring financial resources cannot commence until the program grant agreement has been signed by both the applicant and BCCC.

Communication materials funded by the program must be pre-approved by the BCCC communications team. Items not pre-approved by BCCC Communications will not be funded.

Projects funded in the 2024 intake may begin on or after May 1, 2024 and must be completed by October 31st 2024. No extension to project terms beyond the original funding period will be considered. Unsuccessful applicants will receive a written response from BCCC.

+ Program Execution Changes

Once the contract with BCCC is in force, requests for changes to program activities must be made in writing to BCCC. BCCC must approve the changes for expenses to be deemed eligible.

The funding recipient may have opportunities or situations arise which make it difficult to proceed with a pre-approved project/activity. Should this happen, immediately contact the BCCC general manager or executive director.

+ Project Reporting

Program participants are required to submit both an interim and a final report to BCCC. A template for both interim and final reporting will be provided by BCCC.
